What does " Men we have but they have no power and capacity" mean?

Men we have but they have no power and capacity means that they men but no power and capacity to fight their country instead its a girl in their country who has the courage to fight.

MWF 2-3 Men we have but they have no power and capacity is one of the lines of a poem GUMAN which happens to be my report last semester of the subject Philippine Literature.The only one that could save the kingdom is a maiden named "pailalam ri bolak".There are men but they have no capacity to defend for their kingdom and no choice is to fight for their kingdom with the bravery and power of a lady.

It means that we have a lot of men yet they dont have enough skills or capabilities to do some things. For example, there are many government officials which are not qualified and dont have the capacity to lead our country.
It means that there are so many people yet they don’t have enough skill. Example there is so many government officials in the country yet they don’t have the capacity to lead
"Men we have but they have no power and capacity" means that their are men in the kingdom but they are weak and no more strenght to fight, thats why they get their strenght to a woman who leads and unites them.
It shows that they have men but their men have no capacity or power to fight for their country. Maybe because their men are old in age, sickly and no have enough strength to fight. So the women are defending their country instead of the men.

Protection, peace,wealth or a leader that can really lead which on that time women could have to the people.
